Council extends moratorium on mobile-home/RV permits, approves small contracts and economic incentive amendment

Chesterfield County Council took several administrative and economic actions at its October meeting. Staff updated council on ongoing work to rewrite ordinances related to mobile-home parks, RV parks and subdivisions; council voted to extend the standing emergency moratorium on issuance of new permits while changes are drafted.
Planning and codes staff briefed the council that PDCOG review and draft chapters will continue; members were told a fuller draft of chapters 155 and 156 will be provided at a January council meeting and additional proposed changes at the November meeting.
On procurement, staff recommended awarding a reroofing contract for the old magistrate's building to DAP Contracting Inc. for $10,756.65 from the general fund; council approved the award. Council also approved renewal of Palmetto Transport Systems' franchise to transport patients after staff confirmed compliance with requirements.
The council entered executive session to discuss economic-development negotiations, personnel and property matters. Exiting executive session, council approved a resolution authorizing an amendment to the Special Source Revenue Credit and incentive agreement with Charal Ventures LLC; a nay vote was recorded but the motion carried. Council also authorized County Administrator Miss Stanley to increase payroll in the building codes department up to $10,000.
No votes were taken inside executive session; both post-session votes were held in open session upon return.
