City says CDBG‑funded sewer rehabilitation replaced 2,200 feet of pipe, finished under budget

Claremore officials briefed the City Council on a completed gravity sewer rehabilitation on Feb. 3, describing the project as a CDBG‑funded effort that addressed severely deteriorated clay tile lines.
According to the presentation, design work began in March 2023, the bid was awarded in April 2024 with a contract amount of $520,000, and the final deduct change order was $11,007.34, bringing the total project cost to about $510,000. Staff credited in‑house design, surveying, project management and CCTV inspection work for saving an estimated $220,000.
Staff said the construction contractor, Horseshoe Construction, completed approximately 2,200 linear feet of gravity sewer rehabilitation, replaced 2 manholes, rehabilitated 11 manholes, performed 52 new service taps and completed 27 repairs. Much of the construction used pipe‑bursting techniques to replace aging clay tile with high‑density polyethylene liner pipe.
A presenter noted the work reduced inflow and infiltration to the wastewater plant and should decrease future residential backups and associated liability. The council approved a final change order for the project later in the meeting.
Funding for the project came from the 2023 CDBG small city grant program; staff noted eligibility is based on census tract income and socioeconomic criteria and that only certain areas qualified for the grant funds.
