Harrington tables street-vacation petition, closes CDBG file and hears staff updates

The Harrington City Commission tabled a petition from Union Pacific to vacate a portion of the South 9th Street right-of-way and scheduled further action for Dec. 16, 2025, after staff reported private property closings remain pending. A motion to table the petition to Dec. 16 was made and seconded and passed by voice vote.
On grant administration, the commission approved a final Community Development Block Grant (CDBG) closeout form and authorized the mayor to sign the necessary affidavit of publication and closeout paperwork. A commissioner moved to close out the CDBG and authorize the mayor’s signature; the motion was seconded and passed by voice vote.
Staff reports covered a range of local projects: the city completed the final tie-in for a section of the raw water line pending Union Pacific approval and will seek reimbursement in the coming weeks; electric crews finished ball-field lighting work; staff held a preliminary design meeting for the Safe Routes to School sidewalk network and anticipates right-of-way work and potential tree removal where easements are required; two planning commission vacancies will be advertised (one requiring residency within three miles but outside city limits, and one requiring city residency); and City Hall will be closed for Thanksgiving and Black Friday (emergency operations continue).
Park facilities and campsites were discussed. Staff said it will maintain the recently completed park restroom, is seeking bids for a pay station/fill station for campers, and plans rock and site work to prepare campsites ahead of the next camping season. Staff also said it intends to increase campsite checks after Labor Day to ensure fees are collected.
Outcome: Street-vacation petition tabled to Dec. 16, 2025; CDBG closeout authorized for mayoral signature; staff will follow up on infrastructure, Safe Routes easements, and campground/pay-station bids.
