NC State lab asks county to back FEMA-funded home-elevation application for Carteret homeowners

Travis Klondike, associate director of NC State University's Coastal Dynamics Design Lab, briefed the board on a proposal to assist Carteret County homeowners with home elevations through the FEMA Hazard Mitigation Grant Program.
Klondike described the lab as a small technical-assistance initiative funded by grants to provide communities with no-cost design and permitting support. He said the team has worked in coastal North Carolina after hurricanes Matthew and Florence and recently on responses to Hurricane Hilary. He asked for county staff support to develop and submit an application that would make nine homeowners eligible for elevating their residences.
Klondike said the specific grant the team is pursuing is fully funded by FEMA or the state and would be administered through state systems if successful; the county would not incur direct costs for the application or grant administration. He requested cooperation from county staff on the application materials and said the team expected to submit before the close of the grant intake window.
Commissioners did not object; staff follow-up on application support and coordination with homeowners was requested.
