Developer asks Glens Falls officials for short South Street encroachment extension to finish project

Chris Patton, of Patton Property Development, told the Glens Falls City council he needs a brief extension to keep construction fencing and a material chute on South Street while finishing work at 46 and 56 South Street. Patton said the chute and hopper are being used to move drywall from the third floor and that removing them now would force crews to carry materials down stairs.

"2 to 3 weeks would be it," Patton said, adding later that "if I could ask for the full month of November, that would be about most" as an alternative if more time is needed. He told council members the project overall is “probably 2, 3 months ahead of schedule” but that finishing interior work requires temporary retention of the chute to do the work safely and efficiently.

Patton said the city previously granted an easement for the parking spaces in front of his building and that he removed fencing where possible to restore parking for the summer. He said the site team installed ramps and other accommodations to maintain sidewalk accessibility and that, since adjustments were made, he had not received complaints.

Council staff and meeting hosts repeated that South Street and the sidewalk must remain clear; Patton said he would coordinate with staff ("I'll get with Emily") and that the fencing would come down immediately when work finished. A special projects committee meeting was announced for early November to discuss related items and staff follow-up.

The council did not record a formal vote during the exchange. The request will be considered during staff follow-up and at upcoming committee discussions.
