Council approves additional funding to complete Eastside Regional Park Phase 2

Council on Nov. 18 approved a $4,612,777.62 budget transfer to complete Phase 2 of Eastside Regional Park (the 'Beast') on the Far East Side.
Capital Improvements staff said the overall project budget requires approximately $15 million to complete the 15-acre second phase, which includes parking and food-truck space, walkways, irrigation, restrooms, spectator bleachers, bike racks, six pickleball courts, two handball courts, two sand-volleyball courts and a basketball court. Gilbert Guerrero said construction bids and contingencies drove the request for additional funding; project savings and investment interest in the capital fund will cover the transfer rather than new appropriations.
Councilmembers, including Representative Nino, supported the transfer and praised the project as long-sought neighborhood infrastructure that aligns with earlier quality-of-life planning and climate-action priorities (trees and green space). Staff said the transfer comes from fund balances and accrued investment interest so the move does not require a new bond or tax increase.
What’s next: construction will proceed using the increased budget; staff plan grant coordination to fund alternates and will provide periodic updates on construction milestones.
