The East Lansing City Council took the following formal actions on Oct. 7, 2025:
- Agenda amendment and appointment: The council amended the agenda to add an appointment of Makayla (Mikaela) Kribs/Curves to the downtown management board; the amendment passed unanimously.
- Minutes: The council approved minutes from the Sept. 23 special and regular meetings; motion passed unanimously.
- Consent agenda: Council approved multiple appointments and reappointments to boards and commissions (including student appointments) and authorized a three-year contract with Newkirk Electric Associates for WARF emergency and as-needed electrical services for an amount not to exceed $90,000. The consent agenda also included a resolution recognizing Oct. 13, 2025 as Indigenous Peoples Day; consent agenda approved.
- Dangerous-building order — 141 Orchard Street: Council adopted the hearing officer’s June 26, 2025 order finding the property a dangerous building and gave the respondent 60 days to comply. Roll-call: Altman Yes, Meadows Yes, Watson No, Singh Yes, Brookover Yes (motion passed 4–1).
- Rezoning — Ordinance 15-54 (344 Evergreen Ave): Council approved Ordinance 15-54 to rezone 314, 328, 334 and 340 (known collectively as 344 Evergreen) from RM-32 multiple-family residential to B-3 City Center commercial; motion passed unanimously.
- Boards-and-commissions application review: Council voted to refer to the city attorney for a legal opinion on whether application forms may ask about interpersonal relationships and asked staff to compile recommended trainings for commissions; roll-call 4–1 in favor (Watson opposed).
- Elected officers compensation: The Elected Officers' Compensation Commission recommended raises (mayor to $15,000; councilmembers to $13,000). Council voted to defer consideration and asked the city attorney to draft a written resolution rejecting the recommendation for presentation at the next regular meeting; reported roll call on the deferral motion was Altman Yes, Meadows Yes, Watson No, Singh Yes, Brookover No (motion carried to defer and prepare resolution).
- Closed session and legal authorization: Council entered a closed session under MCL 15.268(1)(e) to consult with counsel on pending litigation (HEOS v. East Lansing; University Place Condominium Association v. City of East Lansing) by unanimous roll call. After returning to open session, the council authorized the city attorneys to proceed per a confidential Oct. 3 legal memorandum; motion passed unanimously.
