Dickinson Commission approves $10.84M Baylor Building GMP, grants, contracts and routine certifications

The Dickinson City Commission took a string of approvals Nov. 18 that included a major construction contract, grant‑support letters, certifications and several routine items.
Baylor Building GMP contract: Senior Engineer Keller presented a guaranteed maximum price (GMP) contract with JE Dunn for the Baylor Building project. Keller said the project has seen 72 bidders across 24 packages and that approximately 83% of the contract dollars are to local contractors. The GMP is $10,843,057; work is scheduled to begin May 1 with substantial completion targeted for July 2027. The city attorney reviewed the contract and staff recommended approval; the commission voted to approve the GMP contract.
Legacy Square liquor license: City administration reported two bids for the Legacy Square 2026 concession liquor license; minimum bid remained $3,000. Bernie's Esquire Club submitted the highest bid at $6,013, and the commission awarded the license to that bidder.
Grants and certifications: The commission approved the 2025 Federal Highway Administration urban federal aid maintenance certification required by FHWA and NDDOT. Engineering also approved two letters of support to the North Dakota Department of Water Resources (DWR) for grant applications: one to replace ~250 feet of 6‑inch main with 8‑inch PVC near the planned Highway 22/8th Street roundabout (estimated DWR share ~$84,000; city share ~$56,000), and another to extend ~300 lineal feet of 8‑inch main under the I‑94 West Business Loop (estimated DWR share ~$96,000; city share ~$64,000). Both letters were approved.
Task order amendment: A task order amendment with Civil Science Infrastructure Inc. for stormwater modeling on the 2026 road maintenance project (Project 2020601) was approved; amendment fee $19,094. Staff said modeling showed the need to upsize the outfall to a 24‑inch storm sewer to reduce curb overtopping in frequent storms.
Public safety funding: Chief Ciani presented a 'Back the Blue' legislative appropriation of $67,543 for the Dickinson Police Department intended for retention bonuses. Staff proposed distributing 75% equally among sworn staff and 25% according to a longevity matrix (10‑year cap); the commission approved the distribution plan.
Special assessment and personnel items: The commission approved voluntary special assessment Resolution 51‑2025 for a water service line replacement at 1513 1st Street West (estimated contractor quote $3,149.75; 10‑year term at 3.7%). The commission also approved appointments to the Special Assessment Committee, and completed the city administrator’s annual performance review, approving a pay increase after positive evaluations.
What’s next: Engineering staff noted several ongoing projects (lead service line replacement ~85% complete; 2025 road maintenance near completion) and upcoming public engagement for dam projects scheduled for Dec. 3. The Baylor Building contractor will begin preconstruction work next spring under the approved GMP.
