Rancho Adobe Fire District outlines annexation plan to Sonoma County Fire District, says taxes won’t increase

Chief Veliquette of the Rancho Adobe Fire District updated the Cotati City Council on Oct. 14 about the district's plan to annex into the Sonoma County Fire District.
Veliquette said consolidation aims to improve operational capacity and continuity, add paramedics to engine responses and provide a staffed fire prevention bureau through a shared-services agreement already signed with Sonoma County Fire District.
"Taxation will not be affected by the consolidation," Veliquette said, explaining Rancho Adobe will retain current ad valorem property tax and Measure W/Measure H revenues while integrating operations with the larger district.
He outlined personnel and operational needs motivating the move: a relatively young workforce with limited tenure, the need for advanced-life-support resources, and short staffing in fire-prevention functions. The district recently contracted Sonoma County Fire District to provide a fire prevention bureau with multiple inspectors and a fire marshal.
Veliquette described the Local Agency Formation Commission (LAFCO) process: municipal service review, a LAFCO application and a 60-day waiting period followed by commission action and a public protest period; he said consolidation could become effective July 1, 2026 if approved.
Councilmembers asked about tax and nexus-study implications for local parcel taxes; Veliquette said existing nexus studies would likely need updating and that finance arrangements would be reconciled during consolidation.
Public commenters thanked the chief and urged attention to road safety in project reviews. The chief encouraged residents to provide input via emails, the fire district's website and public protest procedures when the LAFCO application is filed.
