Council hears rezoning request and votes on two annexation proposals

At its Nov. 3 meeting, Cowley City Council took up multiple land-use items: a rezoning request for two parcels at 1328 Cottage Lane and 1636 Church Street, and two separate annexation proposals.
Planner Galford told the council the rezoning request would change about "35 100 acres" from City of Conway low-to-medium density residential (R-1) to Highway Commercial, and that the future land use map already identifies the properties for highway commercial development. "Planning Commission is scheduled to hold a public hearing on this request at their November 6 meeting," the planner said, with any recommendation to be forwarded for first reading.
On annexation requests, staff recommended against annexing the property at 642 Leisure Lane because it would be contiguous only through an adjacent U.S. Fish and Wildlife parcel, and because nearby roads are substandard and would likely prevent permit issuance without road improvements. Mayor moved to disapprove first reading of the annexation ordinance for the Leisure Lane parcel; the motion was seconded and carried unanimously.
By contrast, staff recommended approval of first reading for annexation of the property at 182 Quail Run in the Fall Creek subdivision. The presenter said adjacent parcels had already been annexed, making the Quail Run lot contiguous, and that restrictive covenants and city utilities required the annexation after a change in ownership. Mister White moved to approve first reading and Mister Goldfish seconded; the motion carried unanimously.
Planner Galford noted that if annexations proceed, properties in subdivisions with manufactured homes may be annexed as legal nonconforming uses with limitations on replacement, and that roads not meeting city standards could limit future permitting. Planning Commission hearings were scheduled for rezoning issues linked to these items on Nov. 6 (rezoning for Church Street/Cottage Lane parcels) and Dec. 11 (rezoning for Quail Creek adjacent to 182 Quail Run).
