Kenai council declares seat vacant Oct. 20 and sets recruitment timeline, targets Nov. 19 interviews

Following certification of the Oct. 7 election, the Kenai City Council on Oct. 15 declared vacant the city council seat that will open when Vice Mayor Knackstedt’s term expires at midnight on Oct. 20, 2025, and directed the city clerk to begin recruitment procedures under Council Policy 2022.

City staff explained the policy requires the council to declare a vacancy, advertise for a minimum of seven days, and then open an application period of at least seven days. The clerk presented two timing options: a later schedule (option 1) would allow an application opening no earlier than Nov. 7 with interviews as soon as Nov. 12; the option the council adopted (option 2) set the vacancy effective Oct. 20 and allows an application period to open and close with a timeline that would permit interviews on or around Nov. 19.

Vice Mayor moved to declare the vacancy effective Oct. 20 and direct the clerk to start recruitment; the motion was seconded and approved by unanimous consent. Council discussed interview logistics, the subcommittee process to develop standardized interview questions, and the ability to swear in an appointee immediately after appointment.

City staff said the mayor and clerk will set the interview schedule and that the council will select a subcommittee at the Nov. 5 meeting to draft questions; the clerk confirmed that if interviews occur on Nov. 19 the application period would close Nov. 12. Council members emphasized adherence to the adopted policy and fairness in the process.
