Kenai City Council certifies election, swears in winners and enacts ordinances for donations and code correction

The Kenai City Council on Oct. 15 certified the Oct. 7 municipal election, swore in newly elected officials and approved multiple ordinances and consent items, Mayor Gabriel said at the start of the meeting.
City clerk read the canvassed vote totals into the public record and the council moved to certify the 10/07/2025 election results by unanimous consent. The clerk read the tallies aloud, including the mayoral totals and council races; those figures were entered into the official record during the meeting.
On the consent and public-hearing portion of the agenda, the council enacted Ordinance 3487-2025 to accept and appropriate a donation from HillCorp to support the annual area-wide senior Thanksgiving dinner. The city clerk called the roll after no public testimony and announced the ordinance enacted by a 7-0 vote.
Council also considered Ordinance 3488-2025, which accepts a donated pavilion from the Kenai Peninsula Soccer Club for the Kenai Sports Complex. Club representatives Jen Wernes and Amanda Barber described a timber pavilion roughly 20-by-24 feet on a monolithic slab and outlined partner firms assisting with engineering, site work and carpentry. Vice Mayor moved a clarifying amendment to the ordinance’s whereas language before council approved the amended ordinance by roll call vote.
The council adopted Ordinance 3489-2025 to repeal a section of the municipal code (chapter noted in the packet) that conflicted with earlier changes this year regarding purchases and sales by city officers and employees. City Attorney Bloom explained the ordinance is a technical correction that re-aligns code language with prior council action; the measure passed 7-0.
Also on the consent agenda was the introduction of Ordinance 3490-2025, which would accept an EPA grant and appropriate funds for a wastewater treatment facility digester blower upgrade; a public hearing on that project is scheduled for Nov. 5, 2025, the clerk said.
The meeting included short public comments (the Kenai Chamber’s executive director displayed the Chamber of the Year award and previewed upcoming fundraising and volunteer needs) and commission updates on projects including parks planning and airport master-plan work. The council adjourned after member remarks and a brief ceremonial moment.
The council set next steps publicly: newly elected members’ terms begin at midnight Sunday, and the council will proceed with scheduled public hearings and the recruitment process the body authorized during the meeting.
