She said "the program gets defined by how it's set up" and noted the drafting approach determines whether the board or council will make final award decisions. Holly told the board that PMI (the contract administrator) has helped draft applications in the past and that PMI's costs can be paid from grant awards when applicable.
A board member cited Arlington's scale-based award model, saying some businesses receive about $5,000 and others $10,000 depending on size. Board members raised concerns about small business owners spending unnecessarily on nonessential upgrades; speakers urged development of a packet or single point of contact so owners know what they actually need before expending funds. Several members recommended the board present a detailed proposal to the council for final approval or structure the program so the board can select recipients and then present awards to the council for ratification.
On next steps, the board discussed scheduling a special workshop to draft the program and agreed to an executive session next month to align internally before broader outreach. The president said staff would begin calling local businesses once a date is set; board members suggested involving large local employers and retail anchors to support recruitment and referrals. The board approved the meeting minutes for 08/20/2025 by voice vote during the meeting.
No formal vote on creating the grant program occurred at the meeting; the items remaining are drafting program rules, deciding review and award authority, and scheduling the proposed workshop and executive session.
