The Keene Type B Economic Development board reviewed an unaudited 09/30/2025 financial report, approved a set of routine sponsorships, and took action after an executive session on a real-property offer.
An EDC representative presented what they described as unaudited figures for the fiscal year ending Sept. 30, 2025, reporting "total revenue, just over $3,386,000," and saying the EDC was roughly $44,000 over budget and up about $22,000 compared with the prior year. The presenter said most expenses related to city-park maintenance, storm-drainage work and capital projects including lighting and pocket-park work, and noted the audit is still in progress.
The board moved to accept the October 21 minutes (motion and second recorded) and the chair declared the motion unanimous. The board then considered a request to increase the Type B board's banquet sponsorship by $250 and to fund a $300 oral-history project as a startup for longer-term work; members approved the $250 banquet sponsorship and the $300 oral-history allocation after a motion and second.
Later in the meeting the board convened an executive session under the Texas Open Meetings Act to deliberate a letter of intent concerning 526 Wallen Ridge, approximately five acres owned by the EDC Type B board. After returning to open session the board voted to reject the offer for that property; the chair announced the vote was unanimous.
The board also reviewed park-lighting options (battery-backed solar poles versus metered power) and discussed long-term maintenance and the state reporting requirement to reduce municipal energy consumption; members asked staff to get engineer input on the cost to run conduit and to report back. The board tabled consideration of appointments to the Type B board pending additional applicant information.
No litigation or legal findings were announced. The board adjourned at the close of the meeting.
