Keene City Council certifies Nov. 4 election results and orders Dec. 13 runoffs

The Keene City Council unanimously adopted a resolution on Nov. 17 certifying the results of the Nov. 4, 2025, municipal election and approved a separate resolution calling runoff elections for Dec. 13 for councilmember Place 2 and Ward 3.

City staff presented the certified results from the county elections office and told the council the only change from the unofficial totals was a single additional ballot that did not change any winners. “The only difference from the unofficial results … was 1 ballot that was accounted for,” the presenter said.

Councilmember Rob Foster moved to adopt resolution 2025-481 canvassing the Nov. 4 general election; the motion was seconded by Council member Easley and approved by a unanimous show of hands. The presiding officer announced, “It’s unanimous. Motion is carried.”

The council then considered and approved resolution 2025-482 calling for runoff elections on Dec. 13 for Place 2 and Ward 3. City staff outlined early voting options and times: early voting is available at the county elections office in Cleburne and at the community center’s small meeting room, with early-voting hours including Dec. 8 and Dec. 9 (extended hours described at the meeting) and the runoff on Saturday, Dec. 13, as the official election day.

The council did not record roll-call votes by name in the public record during the meeting; the presiding officer described both votes as unanimous. The meeting packet and the county’s certified returns were presented to the council as the basis for the canvass.

The council announced a reception for candidates elected to office to be scheduled after the Dec. 13 runoff and confirmed its next regular meeting for Dec. 4, 2025, at 6 p.m.

Actions taken at the Nov. 17 special meeting are effective as adopted at that meeting unless otherwise noted in the official minutes or certificates filed with the county.
