Ishpeming council authorizes temporary utility-penalty relief for residents affected by a pause in SNAP payments

Ishpeming — The City Council voted to allow temporary relief from penalties, interest and utility disconnections for residents who lose Supplemental Nutrition Assistance Program (SNAP) benefits after staff warned that SNAP payments would not be issued on Nov. 1.
Staff told the council the USDA pause could leave a substantial number of local households short on food and cash. "So, the USDA announced that there will be no Supplemental Nutrition Assistance Program or SNAP payments issued November 1," a staff member told the council during the briefing. Staff cited local statistics — a significant share of residents at or below the federal poverty level and an ALICE (asset-limited, income-constrained) population — and warned that some local aid agencies are temporarily unable to process new applications due to broader funding disruptions.
City staff presented three options and recommended designating the loss of SNAP benefits as a qualifying fiscal hardship and offering targeted utility-penalty relief. Randy, a member of city staff who presented drafting options to council, stated: "So my option that I'm recommending is declare loss of SNAP benefits, find fiscal hardship, and provide targeted utility penalty relief." The plan would suspend penalties, interest and shutoff notices for qualifying customers while usage charges would continue to accrue and balances would remain due.
Council approved a motion authorizing the city manager to suspend penalties, interest and disconnections for customers who submit a hardship request form with documentation of current SNAP participation, and directed staff to bring the matter back monthly under unfinished business until SNAP benefits resume or council modifies the action. The motion was made and supported on the record and passed by voice vote.
Staff estimated the direct monthly revenue impact from waiving penalties and interest across water, sewer and refuse funds at roughly $5,000–$7,000; council members said actual fiscal impact would depend on how many affected households applied for relief. Council members also noted that local food banks reported low supplies and encouraged community donations and coordination with aid organizations.
The council framed the vote as a temporary, targeted measure tied to documented SNAP participation; it will review implementation monthly and retain the authority to modify or end the relief as circumstances change.
