Council approves multiple zoning and land‑use items, schedules second‑readings for Dec. 9

The Hialeah City Council on Nov. 18 approved a series of first readings, resolutions and zoning actions and scheduled many matters for second reading and public hearing on Dec. 9, 2025.
Among items approved for second reading were: an amendment to the transit‑oriented development/factory town entertainment subdistrict (administrative item 13d), landscaping amendments to Chapter 98 (13e), legalization of an existing addition at 3481 E 8th Lane (P&Z Decision 2025‑09), and several land‑use and rezoning items on East 49th Street and elsewhere (items 18a, 18b, 19a–19f, 19h–19m, and related companion items). Several applicants presented detailed site plans, parking mitigation proposals, and declaration of restrictions; staff and P&Z recommended approval for many projects.
The consent agenda passed earlier in the meeting. One notable exception to approvals was a homestead rebate ordinance, which died on second reading; an assisted‑living expansion (item 19g) was postponed to Dec. 9 after the council requested a signed parking study, staffing clarifications and evidence of a parking lease or cross‑parking agreement.
Council members took roll‑call votes on multiple items throughout the evening; where roll calls were recorded the items carried by majority vote with staff conditions as noted in the agenda packet. Second readings and public hearings were broadly scheduled for Dec. 9, 2025.
