Hialeah meeting adjourns for lack of quorum; zoning items and $200 rebate renoticed for Nov. 18

The Hialeah City Council called the meeting to order but adjourned because there were not enough members present to conduct official business, the city clerk said. For the record, the clerk announced that "at this time, the only council member present is council member Zogby. Therefore, there are not enough members to conduct business." The council then read a series of zoning and administrative items into the record and renoticed them for a public hearing on Nov. 18, 2025, at 5:30 p.m.

Madam Clerk read the first item as a proposed ordinance to provide a $200 rebate to City of Hialeah property owners who have a current homestead exemption under section 196.031, Florida Statutes, with payments to be made between Nov. 1 and Dec. 31, 2025. The clerk said that this second-reading item "will be re noticed to reflect second reading on 11/18/2025 at 05:30PM." The council president told the public the rebate had not been fully approved and that the postponed second reading would have been decisive: "The second reading, which would make that decision official or kill it, would have happened tonight. But shamefully, we have no quorum."

Other items read into the record and renoticed for Nov. 18 included a repeal and rescission of Hialeah Ordinance No. 2023-031 related to a special-use permit and variances for a property at 3875 West 16th Avenue (zoned M-1, Industrial); a planning-and-zoning board final-decision resolution (Decision No. 2025-09) related to a rear-setback legalization at 3481 East 8th Lane; multiple rezoning applications and variance requests for properties including 76 West 14th Street; a variance for expansion of a nonconforming 256-square-foot manual car wash at 5350 West 12th Avenue with associated landscaping mitigations; and a proposed special-use permit for a medical research center at 4440 West 16th Avenue. The clerk announced each item would be "re noticed to reflect second reading on 11/18/2025 at 05:30PM."

The council president apologized for the lack of quorum and for inconveniencing applicants, staff and members of the public who had come to speak or present. He said items that required a vote would be heard at the next regularly scheduled meeting and asked residents to attend on Nov. 18. With no further business, the meeting was adjourned.
