Hayden staff brief council on winter-plowing limits and audit timeline; warns sales-tax withholding risk

Hayden — City staff briefed the council Tuesday on winter operations and the status of the city’s financial audits, telling council members the public should expect prioritized plowing on major streets and an elevated workload if storms are large or back-to-back.
Public works director Alan said Hayden maintains about 180 lane miles of public roads and uses 12 full-time staff to clear them; the city prioritizes arterials and collectors first and will move to local streets as capacity allows. Staff said crews typically deploy mechanical plowing when sustained accumulations reach about 3 inches, and that pre-spray de-icing and use of gate plow equipment are tools to improve efficiency.
"We cover about 180 lane miles of roadway. We have 12 full time staff that do that," Alan said, adding that heavy storms and equipment outages may prevent crews from clearing every local street in a single event.
In administration updates, City Administrator Lisa told council auditors had been onsite to complete the FY 2024 audit and staff is working to bring audits current; she warned that if the city does not complete the audit by Dec. 1 the state could begin withholding sales-tax revenue.
Council thanked staff for preparations and asked for the plowing plan and priority map to be posted online for residents. Staff said they would return with more detailed cost estimates and the presentation materials.
