Council hears first readings for three Highway 14 annexations; applicant outlines car-club plan

Council considered three related annexation requests on first reading that would bring multiple parcels along Highway 14 and West Wade Hampton Boulevard into the city and establish Commercial Corridor zoning.
Miss Cottey said Ordinance 26-2025 (1455 West Wade Hampton Boulevard, CS Property LLC) would annex two parcels currently unzoned in Greenville County; staff said the intended use is an auto repair facility and that planning commission will hold a public hearing next Monday. Council asked whether applicants are required to disclose intended uses at first reading; staff replied they only request zoning and uses allowed within the zoning are broadly permissive.
Ordinance 27-2025 covers three Highway 14 parcels (3019, 3021 and 3035 S. Highway 14). Applicant Ben Bauer of Simpsonville described a private car-club concept: climate-controlled storage, private garages and a clubhouse for members, plus public events. Bauer said the project will maintain green space and buffering on the residential edge and expects buffers and floodplain considerations will limit development in the rear.
For Ordinance 28-2025, staff said the parcel at 3085 S. Highway 14 is a separately owned lot that will be combined with the others once zoning and sale are complete; the three parcels together total about 14.5 acres. Staff recommended approval for all three first readings and noted planning commission public hearings will follow; council asked applicants to provide site plans and buffering details for subsequent review.
