Hayden — The City Council on Tuesday approved a resolution authorizing an addendum to the Idaho Transportation Department (ITD) state-local construction agreement for the Ramsey Road extension project and directed staff to pursue surplus funds that resulted from lower-than-estimated construction costs.
Staff told council the project’s construction costs were lower than the engineer’s estimate and that the city had provided gap funding during construction; the city is now seeking to recover a portion of that local contribution. Staff said the city will request approximately $2,000,000 in returned surplus funds and that the ITD addendum allows the state to retain up to $50,000 to complete its audit and closeout process.
"So right now, we're seeking a $2,000,000 request in return," a staff member said. The staff presentation explained ITD may hold some surplus funds for audit closeout — a process that can take months — and authorized the mayor to sign the addendum.
Council approved the resolution by roll-call vote; staff said they will follow up with a formal reimbursement request to ITD and pursue changes identified in the addendum.
