Council approves rezoning for 4652 Jonesboro Road to correct mapping error

Forest Park’s mayor and council voted unanimously Nov. 17 to rezone 4652 Jonesboro Road from single-family residential to general commercial, correcting what the city said were mapping errors that showed a long-standing commercial use as residential.
Property owner Butch Springer told the council the site and a business on the parcel have been used commercially “for well over 40 years,” and asked the governing body to “correct the maps” so the land could be reintegrated into a commercial corridor. Planning staff said the planning commission recommended approval; staff supported rezoning contingent on compliance with current site-design, access and buffering standards.
Councilwoman James moved to approve RZ2025-03; Councilmember Akins Wells seconded the motion. The council’s roll call recorded unanimous approval.
The city said the parcel’s recorded zoning history from 2013 to 2024 showed an RS designation, but that the parcel’s physical layout and shared access with the neighboring commercial parcel limit its suitability for residential use. Staff said future redevelopment will be required to meet current zoning and development regulations.
The approval ends the public hearing process on the item. Councilmembers thanked staff and the property owner for working to resolve the mapping discrepancy. The council did not record additional conditions beyond requiring compliance with city site-design, access and buffering standards.
