Staff recommended, and the committee approved, issuing an RFP for evaluation and engineering design; the work will be funded from wastewater reserves rather than the city’s tax base.
West 5th Street reconstruction — right‑of‑way acquisition services: Engineering staff said federal pass‑through funding for the West 5th Street reconstruction requires that right‑of‑way negotiation and appraisal be performed by Westat‑approved consultants. Four proposals were received; a selection committee ranked Becker Hoppe Associates (Wausau) first based on qualifications and schedule, and the council authorized execution of an agreement to provide acquisition services.
Parks & Recreation — Brane Park bleachers: Park staff reported the bleachers exceed the purchasing policy threshold. The board approved the low quote from Northland Recreation for $25,195 and noted new seating will meet IBC and ADA standards, including accessible viewing areas.
Other capital items discussed included a request to approve scope for a TIF District 13 30% audit (statutory requirement) and a bucket‑truck replacement request tied to long OEM lead times. Staff will return with detailed bids and updated cash analyses where needed.
