Kingsburg council authorizes contract approval to update developer impact fees

City Manager (identified in the meeting record as Lehi Henderson) recommended that the Kingsburg City Council authorize a contract with DTA not to exceed $49,210 to update the city’s developer impact fee nexus study, a requirement under Assembly Bill 602 that mandates nexus studies at least every eight years.
Henderson explained that the study establishes the relationship between new development and needed capital improvements, identifies level‑of‑service baselines and proposed changes, and will be used to set any revised impact fees. The city issued an RFP on Aug. 1 and received two proposals: DTA (the firm that prepared Kingsburg’s 2016 study) at $49,210 and Willdan Financial Services at $87,300. Both firms proposed a roughly six‑month schedule.
The finance committee reviewed both proposals and recommended DTA. Councilors asked about references and the cost difference; a council member said prior positive experience and the $38,000 price gap supported selecting DTA. The council voted to authorize the city manager to enter into an agreement with DTA and staff said any fee changes would be considered with the FY27 budget and would take effect July 1, 2026; previously entitled projects would be grandfathered under current rates.
