Ambulance power-load systems (Ordinance 3495): The council authorized reallocation of capital funds and an additional appropriation (the administration requested an additional $111,172) for the sole-source purchase of two power-load systems to assist with loading stretchers into ambulances. City Manager Eubank and staff said the devices reduce manual lifting and the risk of back injuries for emergency personnel; staff had applied for grants that are delayed, prompting the city to move forward with the purchase.
Harbor Commission sunset (new business I4): Council approved directing the administration to draft legislation to sunset the Kenai Harbor Commission after the commission recommended sunsetting due to repeated cancelled meetings for lack of quorum or agenda items. Staff said duties and remaining harbor-code responsibilities will be assigned to other commissions as needed and that staff is not aware of any grant requirements that would force the city to retain the commission for grant eligibility.
Challenger Learning Center (I5): Council scheduled a work session for Dec. 17 to discuss possible uses of the building at 9711 Kenai Spur Highway, which the city assumed possession of Nov. 15 after a lease termination; staff will introduce an ordinance at a future meeting to provide supplemental funding to keep utilities and security operating in the building in the near term.
