Residents tell council neighborhood outreach on warming center was inadequate; cite loitering concerns

Two residents used public comment at the Oct. 20 Kalispell City Council meeting to raise concerns about the warming center and neighborhood notification.
Rose Askvig told the council she had called the neighborhood liaison several times and sent photos showing loitering near the warming center. Askvig said she had not received promised follow‑up about a neighborhood meeting and worried neighbors were not being adequately informed.
Kendi Nelson said she and others had not been notified through channels they use: "If it's just posting on their Facebook page, that doesn't notify the neighborhood because a lot of us are blocked on it and I didn't see where it was posted anywhere else." Nelson asked for broader outreach so residents who want to help mitigate nuisance behavior can participate.
Council members acknowledged the comments and said staff will work on neighborhood notice procedures. No formal action was taken during public comment.
