Council signs UPEA agreement for Brasswire campground solar work; MCIC seeks July event rental

Council authorized management to execute an agreement with UPEA to represent the city on the proposed solar lighting/array project at Brasswire Campground, pending legal review. Staff described a project approach that allows contractors to propose array schematics while UPEA provides oversight and ensures key engineering interfaces with the utility (UPPCO) are handled appropriately. Council approved the agreement by voice vote.
Earlier during public comment, a representative identified as MCIC's team director and board president requested use of Brasswire Campground for a July weekend event that would be an initial "adventure ride" preceding full league races. The speaker estimated 50 to 300 youth and families could attend across a Friday-Sunday event and said NYCHA/Wisconsin would provide event insurance to put the city on the coverage list. City staff advised the group to file a special-event application and offered assistance with booking the portion of the campground they would need.
Staff also flagged that if the project included a larger power drop to serve future development, the city may need to invest more up front, but doing so could make the campground more competitive for future private development and events. Council approved UPEA representation to help manage design and bidding and to protect the city's interests during the eventual installation process.
