Harlingen commission unanimously adopts canvass certifying Nov. 4 election results

HARLINGEN, Texas — The Harlingen City Commission unanimously adopted the Cameron County Elections Department’s canvass of Nov. 4 election results at a special meeting on Nov. 17, 2025. The department recommended adoption after presenting turnout and vote totals.

Yuali McClain of the Cameron County Elections Department told the commission that Harlingen had 38,972 registered voters and 4,699 ballots cast, a 12.06% turnout. McClain presented the mayoral totals and races for two commission districts: "For mayor, Norma Sepulveda had a total of 3,531 votes. She had no opposition," McClain said. In District 1, "Delia Cavazos Gamez received 582 votes, 55.75%," while Richard Uribe received "462 votes, 44.25%." In District 2, McClain reported Frank Puente received "164 votes, 25.62%" and Daniel Nimesio Lopez received "476 votes, 74.38%." McClain also noted the number of undervotes and overvotes in each race and recommended the canvass be adopted "as presented today."

A commissioner asked McClain to explain the terms for viewers at home; McClain replied that an "over vote" occurs when a voter marks multiple choices in a race and that an "under vote" is when a race is left blank. After brief discussion, a motion to adopt the canvass was made and seconded. The commission voted in favor and the motion carried unanimously.

The adopted canvass formally confirmed Norma Sepulveda as mayor and Delia Cavazos Gamez and Daniel Nimesio Lopez as city commissioners for Districts 1 and 2, respectively. The record of the meeting shows the commission took no additional action on election contests or challenges at the session.

The commission moved on to ceremonial items after the canvass vote; there were no public commenters signed up for this meeting.
