Hayden City — The Hayden City Council voted Oct. 14 to approve a contract with Architects West to produce a master plan for McIntyre Park, a city-owned facility the mayor described as a community centerpiece.
City staff said the planning effort will consolidate prior studies, gather community input through stakeholder meetings and public events, and produce a master plan the council can adopt and use to align grant and funder opportunities. "The deliverable would be a plan, a map," Lisa (city staff) said, describing the consultant's work to engage residents and stakeholders.
Council members pressed staff for clarity about scope, costs and who would be involved. Several members asked whether the work would cover only city-owned land — the park, ball field and city hall property — and not privately held parcels. Lisa replied the intention is to focus on city-owned property and to drive a city-led plan that could later align with outside funders.
Discussion turned to HERA, the local urban-renewal authority, which had done earlier exploratory planning. Matt, who said he "sits on the HERA board," described previous architects' work and suggested HERA could be a partner; other council members said HERA's involvement should not complicate a city-led planning process. "This is really a city-initiated effort," one council member said, adding that HERA is "superfluous to it and not really part of it," as the master plan is intended to be city driven.
Council member Matt moved to approve the Architects West contract for the McIntyre Park master planning effort; the motion was seconded and approved by roll-call vote (yes: Schafer, White, Dupree, Rotor). The contract will be funded from park impact fees already budgeted, staff said, and the council can consider funding partnerships or reimbursements later.
The council directed staff to return with details about the steering committee composition and public engagement schedule as the consultant work proceeds.
