Greer City Council on Nov. 25 received a staff recommendation and approved awarding the Stevens Field wall replacement contract to Foothills Construction for the base bid and alternates to reconstruct all three damaged walls.

Staff reported six bids were received and cited concerns with the lowest bidder’s capacity and schedule; the team evaluated references and schedule and recommended Foothills Construction. The wall sustained substantial wind damage from Hurricane Helene and is part of FEMA reimbursement requests. “The team evaluated all 6 bids and is recommending award to Foothills Construction for both the base bid and the alternate bids,” staff said.

Project engineer John Goguenauer described the design changes: the replacement wall will be reinforced CMU with bond beams and concrete-filled intervals tied to the foundation, providing substantially greater stability than the original circa-1938 volunteer-built wall. The upgraded design also ties into earlier renovations that had reinforced other sections.

Council approved the motion to receive the recommendation and to move forward with the award. Staff said the project team will coordinate FEMA documentation and mitigation funding options where applicable.

Next steps: staff to finalize the contract with Foothills Construction and proceed with construction and FEMA reimbursement submittal.
