The Greer City Council on Nov. 25 received staff’s 2026 paving recommendations and voted to move forward with the program pending final asphalt bid prices.
City engineer Mr. Grant explained the Greenville-side list is based on Pavement Condition Index (PCI) scores compiled in 2024; the Greenville segment list includes about 1.3 miles of milling and overlay. “Depending on the next year's asphalt prices, we plan to fund the milling and overlay of these streets totaling 1.3 miles,” Grant said, and listed a Greenville paving budget shown in the packet of just over $906,000.
Grant also described how Spartanburg County’s penny tax accelerated several years’ worth of county-side paving, saying Greer received an allocation of about $500,000 in 2025 and an expected $558,000 in 2027 tied to that county program. Council members noted the disparity between Spartanburg’s county allocations and Greenville County’s funding decisions and asked staff for the formula used to allocate the penny tax funds.
Council discussed neighborhood priorities such as Saint James Place and several cul‑de‑sacs that may need preservation work; staff said preservation plans would return in spring 2026. Council voted to receive the paving list and to authorize staff to proceed with the 2026 paving program, with the final street list subject to actual bid prices.
Next steps: staff will solicit bids, confirm asphalt pricing and return with any needed adjustments to the final 2026 paving contract.
