• Agenda reordering: The mayor proposed and the council approved reordering several agenda items so out‑of‑state presenters could appear earlier on the agenda.
• Historic Rosemont alcohol permit: Council approved a request to serve wine and liquor at two upcoming Rosemont events (Nov. 15 and Dec. 6), with one abstention by Councilman Alexander.
• Annexation: Resolution R‑2510‑75 to allow an applicant to submit an annexation application for a ~4.47‑acre parcel (Cages Bend area) was forwarded to council by a 6–1 vote.
• Ordinances and resolutions moved to council: multiple budget and appropriations ordinances (parks insurance and Miracle League supplies), a resolution authorizing the police department to apply for a DOJ body‑worn camera grant, a long‑driveway trash billing ordinance and an appropriation for the Greenlee Interchange were all moved forward to the next council meeting for final action.
• Special meeting scheduled: Council agreed to convene a special called work session on Nov. 18 to continue discussion of the American Legion stormwater project and related legal/funding questions.
These procedural decisions set the calendar for the next regular council meeting and established follow‑up steps for staff to prepare implementing documents.
