The Florence City Council approved second readings on two annexation ordinances and introduced a first-reading annexation and rezoning for a South Irby Street property intended for townhomes.
Council approved the second reading of bill 2025-40 to annex and zone RG-3 the third phase of the Smithfield subdivision (Florence County tax map numbers listed in the record) and the second reading of bill 2025-41 to annex and zone NC-6.2 the parcel at 922 West Sumter Street. Both measures passed by voice vote.
On first reading, bill 2025-42 was introduced to annex and zone a South Irby Street parcel NC-6.3. City planning staff reported that planning commission recommended a townhome complex contingent on annexation and zoning; city water service is available, but the developer must provide a private lift station and an easement to accommodate sewer access. Staff said an existing home on the parcel will be demolished prior to construction.
Council voted to proceed with the readings; no roll-call tallies were provided in the meeting transcript. Staff said the planning commission and department recommendations guided the zoning proposal; the item will return for its second reading and final action.
