Resident tells council drainage from neighboring property is eroding her yard, requests city help

Gilliard said runoff from back-of-lot drainage pipes is "spitting out water and not having anywhere to go," damaging her property and reducing its value. She told council she paid about $3,600 from a fiduciary account to place a temporary barrier and said she had photographs and receipts to document the issue. "I can't afford to be using this money," she said, and asked that city staff come out to inspect and address the source of the water.
Council and staff asked for her address and confirmed they would pass the information to the city manager and that staff had visited the site previously in the summer but did not complete work because of conditions in wooded areas. The mayor and staff thanked Gilliard and assured her the city would follow up through the manager's office.
The public comment was recorded in the meeting minutes and the city staff committed to further on-site investigation and follow-up with the resident.
