Staff presented the applications as a coordinated package — a refinement plan amendment, a code amendment and a zone change — and said the base PL (Public Land) zoning and the Metro plan designation (government education) would not change. "The applicant is not proposing to change the metro plan designation of the properties, which is government education," staff planner Bray Black said during the commission presentation. Black told commissioners staff had reviewed the applicable approval criteria and recommended approval.
The proposal would redesignate the subject properties to institutional to reflect existing and planned university uses and would remove portions of the East Campus overlay as required by the zone-change request. As a mitigation measure, the residential transition area would expand from 60 to 75 feet and the allowed building height there would increase from a 30-foot limit (with some attic/roof exceptions) to a 45-foot maximum, while other areas of the overlay would allow taller structures described in the record.
Commissioners debated whether the proposal conflicted with older refinement-plan language and whether it struck the right balance between neighborhood character and housing production. Commissioner Beeson praised the staff materials as "very, very responsive" to testimony and said allowing more on-campus housing could help relieve pressure on off-campus housing. Commissioner Edwards said she felt overwhelmed by the volume and complexity of the record and announced she would abstain: "I'm just a little overwhelmed with the information ... I'm just gonna abstain."
Commissioner Behling moved the recommendation and Commissioner Beeson seconded. Chair Jason Lear called for hands; the motion passed by a vote recorded as 4 yes, 0 no, 1 abstention. The commission forwarded the recommendation to City Council for final action.
What’s next: the Planning Commission’s recommendation and the full administrative record will go to City Council, which will hold the final public hearing and make the decision. Staff and applicants may provide additional materials at that stage.
