Conway council approves annexation at Chevy Chase Drive, denies Academy Drive request

Conway City Council on Dec. 1 approved first reading of an ordinance to annex property at 250 Chevy Chase Drive to allow connection to city utilities and denied a separate annexation request for properties on Academy Drive.
Planning staff said the Chevy Chase parcel had been transferred to a new owner and that annexation was requested to meet city requirements for utility connections; staff recommended approval of first reading. "Staff does recommend approval of first reading to annex the property," planning staff said. Councilmember Jordan moved approval of first reading, which carried unanimously.
On the Academy Drive matter (ZA2026‑02B), staff reported applicant plans and the requirement to request annexation to secure water tap fees; staff recommended against annexation because the only property needing city services is the parcel in question. Councilmember Belfant moved to deny the annexation contrary to staff guidance; Butler seconded and the motion to deny carried unanimously.
The council recorded votes for both motions during the meeting and included referral of the Chevy Chase annexation to the Planning Commission for zoning consideration at a January 2026 public hearing if first reading is approved.
