Council adopts zoning map amendment and adds downtown disabled parking space

Council voted to dispense with the requirement that ordinances be read on three separate days and combined the second and third readings for each ordinance; both waivers and the subsequent readings were approved by voice vote. The council also adopted the related ordinance summaries and approved a reasoned statement of criteria and standards for ZNC 25-2.
