Council approved an ordinance to enter a 40‑year lease with DeLugos the Third LLC d/b/a The Texan for eight acres of unimproved, non‑aeronautical airport land at the main entrance. Richard McCurley, Director of Aviation, said the lease will allow construction of a roughly 12,000‑sq‑ft convenience store with a fueling station and associated parking and landscaping; the tenant proposed approximately $10,000,000 in capital investment for the site.
McCurley summarized the financial expectations: based on current values and without escalations, the airport would receive about $6,446,000 in base lease payments over 40 years and, when combined with local, county and state tax impacts, an estimated $75,636,000 in total tax and revenue impact across the 40‑year horizon. He described the site as included in the airport master plan and cited regional traffic counts near Highway 44 as supportive of retail demand.
The investor and operator (Brian DeLugos) said the company has progressed in lease negotiations; council members asked about parking capacity, compatibility with existing concessions and master‑plan considerations. Concession vendors had no objections, staff said. Council voted to approve the lease; staff will proceed with design and permitting in coordination with airport development rules and the airport master plan.
