Council processed board and committee appointments and the consent agenda early in the meeting. The mayor opened nominations and the council approved several reappointments and new appointments by recorded motion, including one‑thirds and at‑large positions where required. During the library board appointment process, candidates Josh Shelton, Marielena Garza and others addressed council and public supporters offered brief endorsements.
When the council considered the consent agenda, it approved items 3 through 14 with items 8, 9 and 13 pulled for further discussion. Item 13 — accepting and appropriating the Texas Department of Housing and Community Affairs homeless housing and services program funds (about $264,000) — drew questions about the application timeline and scoring process; Dan McGinn, director of planning and economic development, said the RFP opened Nov. 3 and applications are due Dec. 5, with a council presentation slated for January.
Procedurally the council voted to approve the consent agenda (with the exceptions noted) and then later considered the pulled items individually.
