Two formal motions were recorded at the start and end of the Nov. 19 meeting. Early in the session the Planning Commission approved the consent calendar by unanimous roll call (Commissioners Dubin, Sadler, Whiten, Chair Pro Tem Goldman and Chair Kellenberg voted yes). At the end of the meeting the commission voted unanimously to adjourn to its next regularly scheduled meeting on Dec. 3, 2025.
No ordinance or formal recommendation on the objective design standards was adopted. Staff and consultants were directed to prepare administrative drafts of phase 1 and phase 2 objective design standards and to schedule further study sessions for review. The phase 1 ‘box‑within‑a‑box’ ministerial pathway — which staff described as a constrained building envelope (example: 16‑foot maximum height) intended to limit view and privacy impacts — is being pursued as an urgency ordinance for faster consideration by the City Council and Coastal Commission.
