Kennedale council clears consent agenda, approves replat, development agreement, janitorial contract and TAD vote allocations

The Kennedale City Council handled several routine and substantive items Nov. 18, approving multiple motions unanimously.
After pulling items 2 and 3 for separate consideration, the council approved the remainder of the consent agenda by voice vote. Council then approved PZ Case No. 25‑16, a replat described in the staff report as adjacent to an AutoZone property. The motion to approve the replat passed unanimously.
The council also approved a previously processed development agreement for 439 Mansfield Cardinal that will allow 26 townhomes near the Brookstone area; staff said the plan aligns with the city’s UDC and the project anticipates starting construction once approvals are complete.
Council authorized a five‑year extension of the contract with M and R Quality Janitorial Services and directed the city manager to execute the contract. Council discussed that the contract expiration had been overlooked in 2024 and staff renegotiated terms to cover upgraded facilities, including police department spaces.
On appointments to the Tarrant Appraisal District (TAD) board, councilmembers discussed splitting Kennedale’s three allocated votes among nominees. After discussion the council adopted Resolution R640 to cast one vote each for Wendy Burgess, Eric Scribe and Michael Alvern; the motion passed unanimously.
The council then moved into executive session to discuss economic development negotiations and consult with counsel under the Texas open‑meetings exemptions cited in the meeting; the body reconvened and adjourned at 7:38 p.m.
No votes were recorded during the public comment period and no contested nominations were decided at this meeting beyond the council’s allocation of its TAD votes.
