City manager outlines landlord incentive pilot, park enforcement and clubhouse timetable

Under economic development, Rogers said the city launched a 2025 business survey to capture additional feedback from the business community.
On public safety, Rogers described two recent sting operations at Veterans Memorial Park that resulted in multiple arrests for possession and similar charges. He said the department’s pro‑drone program provided intelligence that led to at least one arrest after a suspected hand‑to‑hand exchange was observed.
Rogers confirmed that the city’s public EV chargers remain free and said staff had not received direction to change that policy. He also provided an update on the Buffalo Run Golf Course clubhouse project: contract negotiations with the selected contractor continue, and staff is working to move the schematic design from 30% to 100% in order to start permitting and then construction. He said the contract includes a guaranteed maximum price figure under discussion.
Rogers also reviewed the upcoming schedule of executive sessions relating to federal grants, the city manager evaluation and city attorney matters; some sessions will be adjusted to accommodate certification and organizational meeting timing.
Council asked for clearer milestone dates and visual materials for the clubhouse once construction drawings reach later stages. Rogers said staff would provide a more precise timetable and noted winter scheduling constraints that can affect construction start dates.
Next steps: staff will follow up on the clubhouse schedule and provide timeline estimates; community relations will prepare outreach related to the landlord incentive and enforcement updates.
