Boulder staff unveil Civic Area concept plan, ask council to prioritize $18 million for Phase 2

“All of these will touch on in more detail in the presentation,” Parks and Recreation Director Allie Rhodes said as she framed the 10‑year project, noting the plan builds on the 2015 Civic Area Plan and Phase 1 work completed in 2018. Mark Davidson, the city’s park planning manager, told council the broader project has an $80,000,000 allotment for implementation across multiple phases and that staff must prioritize which parts to deliver first.
The concept plan groups the site into zones along a “nature–culture” gradient. Consultants recommended a more natural west end with ecological features, a central social area the team calls “Boulder Beach”…
