Commerce City adopts 2024 CAPER for CDBG program, reallocates unspent funds to sidewalks

George Lewis, community programs and projects coordinator, presented the 2024 Community Development Block Grant consolidated annual performance and evaluation report (CAPER) during the Dec. 1 public hearing. Lewis said the city was awarded $409,823 for the 2024 program year and expended $278,000, with remaining funds redirected to a sidewalk project in partnership with Public Works.
Lewis told council the housing rehab goal was listed as zero for 2024 because leadership redirected housing‑rehab funding to other local act funds; 26 households were assisted using prior‑year funds. He said the CAPER was available for public review and the public comment period ran Nov. 16–Dec. 1; staff will submit the CAPER to HUD before Dec. 27, 2025.
Council members asked whether remaining funds would be used to repair sidewalks for low‑income residents or go to a general repair program. Staff said funds are allocated to a specific sidewalk project tied to community need and public‑works CIP funding will assist individual residents where applicable. The council adopted Resolution 2025‑141 authorizing submission of the CAPER to HUD; roll call recorded the motion as passing 7 yeses with 2 excused absences.
