Long Beach council approves traffic-study borrowing authorization, EPA water grant, cybersecurity audit and other items

At its Oct. 21 meeting, the Long Beach City Council approved a package of grant acceptances and contract authorizations and took two separate votes on scheduling and a senior-center HVAC contract.
Council moved a block vote to approve items 1, 2 and 5 through 9 (traffic safety study authorization, the charter amendment public hearing item, Barracuda renewal, clerk staffing transfer, WALKS EPA grant, and the cybersecurity audit grant). Staff said the traffic-safety item authorizes borrowing up to $239,824 to advance planning costs for a federally funded, reimbursable traffic safety study; the controller explained that borrowing authorization preserves the option of tax-exempt debt while the city manages cash flow pending reimbursements.
The council also approved acceptance of a $1,000,000 U.S. EPA reimbursement grant for the Phase 1 WALKS water meter replacement project to reimburse costs already expended. For cybersecurity, staff said the city had been awarded a $49,000 grant to pay for an outside audit of the city’s virtual host environment and to identify vulnerabilities the city’s email/backup product does not detect.
On Item 4 the council adopted a resolution to reschedule the Nov. 4, 2025 regular meeting to Nov. 5 (Election Day conflict). Council Member Lester recorded an abstention on that item.
On Item 10 the council approved a $667,700 contract with Premier Mechanical Services for a new central HVAC system at the Magnolia Senior Center; staff said this was reduced from an originally budgeted $1.2 million and will be paid from capital funds. Council Member Lester voted no on the Magnolia contract; the other members voted yes.
