Lock Haven council approves a string of routine awards, appointments and ordinance first readings

Event permits and closures: On unanimous voice votes the council approved a first reading to close Leather Alley for the Citizens' Annual Christmas Tree Sale and approved use of the East Main Street parking lot on Dec. 12 for a holiday concert organized by Tyler Barr. Barr described downtown business partnerships and a store‑visit incentive for children.
Ordinances and millage: The council held a first reading of an ordinance adjusting millage calculations for 2026 (described in the packet as a move toward an effective millage near 11.5 mills and a change to the split rate between land and improvements). Staff said the ordinance remains subject to adjustment before scheduled follow‑up meetings on Nov. 24, Dec. 1 and Dec. 8.
Police pension ordinance: Council approved an ordinance to amend the city code per the Lock Haven Police Officers Association agreement to require a 2% flat rate contribution of officers' W‑2 earnings to the police pension fund. The motion passed on a roll‑call vote.
Airport and related contracts: Staff recommended awarding the LHB fencing and gates project to the low bidder after minor layout adjustments; the Bureau of Aviation will contribute $165,437.26 toward the project with a small local match. Council approved the award.
Young Dale Wellfield: Council authorized soliciting bids for the Young Dale Wellfield permanent installation and pipeline to the filtration point to expand the city’s supplemental water sources; staff will start the bidding process with council authorization.
Appointments and audits: The council approved appointing Mara Dusil as the independent auditor for the FY2024 audit at a proposed fee of $55,000, pending the return of the FY2023 audit from Baker Tilly. The council also accepted the resignation of long‑serving Ross Library board member Art Sanders and appointed Faith Ronk to fill the vacancy.
