The East Ridge City Council on Oct. 9 approved a series of financial and contracting items and advanced two ordinances on first reading.
On a unanimous roll call, the council approved Ordinance 12-33, a second and final reading amending the fiscal-year 2026 operating budget. Finance staff said the change records receipt of a grant tied to a 2020 FEMA/TEMA award and will reimburse previously expended funds into the appropriate fund balance. "We were notified from FEMA, TEMA, about a grant from 2020 that we're finally gonna receive the money," said Miss Qualls, who presented the ordinance. Council voted yes: Vice Mayor Tyler, Council Members Cagle, Ezell and Witt, and Mayor Williams.
The council also approved several resolutions and contract awards:
- Resolution 37-44 (emergency repairs): Declared an emergency after a storm damaged a roughly 100-foot concrete flume on East Stump Street and awarded Brown Brothers Construction $60,700 to repair and stabilize the channel; approved unanimously.
- Resolution 37-45 (property sale): Authorized sale of about 47 square feet of city right-of-way at Ringgold Road and North MacSmith Road to ERWD LLC at $50.38 per square foot (the price the city paid for similar right-of-way in 2023), totaling $2,367.86; approved unanimously.
- Resolution 37-46 (roof work): Awarded a contract to replace the administration portion of the City Hall complex roof to Quality Exterior for $81,207.67, the low responsible bid; approved unanimously after brief questions about warranties.
- Resolution 37-47 (community center change order): Approved change order 002B, a PVC membrane roofing system for the community center addition, for $176,004.73. Staff said additional change orders (moisture control, soffit insulation, gutters/downspouts and gym floor leveling) total approximately $85,641 and will return to council for approval; the PVC rooftop change order passed on a unanimous roll call.
- Resolution 37-48 (electrical easement): Approved a 20-foot electrical easement at 1504 McDonough Road to supply power to an Exit 1 welcome sign; approved unanimously.
- Resolution 37-49 (landscaping RFQ): Selected Big Sky Landscapes from an RFQ process as the city’s preferred landscaping firm for negotiated municipal projects; staff will bring individual project proposals back to council for awards above the city’s procurement threshold.
On first reading, the council approved Ordinance 12-34 to adopt updated FEMA flood insurance rate map panels and Ordinance 12-35 to permit the sale, service and consumption of alcohol at the newly built Venue 1921. City Attorney Litchford said the venue approval is the first step; a later resolution and an approved vendor list will set the operational, insurance and bartender-vetting rules.
Several motions and roll-call votes recorded unanimous support. Council did not adopt a final mobile food vending ordinance tonight; after extended discussion and a range of suggested distances from brick-and-mortar restaurants, council directed staff to return with a revised draft.
