Council extends Comcast franchise through June 30, 2027 to continue negotiations

The Eugene City Council voted Nov. 24 to extend the term of existing Comcast franchise ordinances (Ordinance Nos. 19775 and 20397) until June 30, 2027, to provide additional time for the city and Comcast of Oregon Inc. to resolve outstanding issues in franchise negotiations.
Assistant City Manager explained the proposed extension keeps all current franchise terms and conditions in place, including Comcast's obligation to pay franchise fees for use of the public right-of-way, and was requested because of unanticipated delays from staffing and scheduling constraints in the franchise consortium. Jay Runte, the city's broadband telecom program manager, told the council staffand Comcastagreed to an 18-month extension and said the goal is to conclude negotiations within six months.
Council President moved to approve the ordinance extension; motion was seconded. With no discussion, the council voted 8-0 to adopt the extension.
The extension only prolongs the existing franchise term; staff said unresolved negotiation items will be addressed through the franchise review process during the extension period. No amendments to franchise terms, fees or obligations were approved at the Nov. 24 meeting.
The council did not identify specific unresolved negotiation items in the public presentation. Staff committed to continue negotiation work over the extension period and to return to council with updates as needed.
