At its Oct. 14 meeting the Concord City Council took several votes on ordinances and appropriations. Key outcomes:
- Pleasant Street parking ordinance (item 34): Adopted as presented, restricting parking on both sides of Pleasant Street between Langley Parkway and the intersection with Hopkinton and Dunbarton Roads (voice vote).
- ADU zoning ordinance (item 35): Adopted (see separate coverage) by recorded vote of 10–4.
- Fire department wages and benefits appropriation (item 36): Council rejected an amendment to fund $260,000 from unassigned reserves (roll call) and approved the appropriation to be covered via an increase to the amount to be raised in taxes (passed by necessary two‑thirds majority).
- Golf and arena supplemental appropriations (item 37): $50,000 to the golf fund and $3,000 to the arena fund were appropriated retroactive to 6/30/2025 (two‑thirds majority required and received).
- Nuisance‑abatement appropriation (item 38): $3,500 appropriation for abatement at 30 Pentacook Street approved (two‑thirds majority).
- Council reserve for 2050 vision facilitation (item 39): $5,000 appropriated from the economic development reserve (two‑thirds majority).
- Police station project report: Council accepted the staff report and set a public hearing for Nov.10 to consider appropriating construction funds; staff will post corrected materials in advance of the hearing.
Several consent‑calendar items that had been pulled were also resolved: a referral on youth softball field lease expansion was sent to Parks & Rec; a Beaver Meadow Golf membership report was debated and accepted as presented; and a FY26 budget revision (deauthorization and revenue/fund-balance adjustments) was adopted to keep the tax rate stable.
