Staff presented zoning and annexation requests for several small parcels across the city. Planning staff (Miss Hux) said the property at 4 Clemson Road is identified by the future land‑use map as low/medium density and recommended rezoning to the R‑1 district upon annexation; the council approved first reading after a motion from Mister Goldfinch and a second from Miss Elkins. Similar motions won unanimous first‑reading approval for rezoning parcels at the Church Street and Cottage Lane intersection and for annexing a College Park parcel at 5007 Presbyterian Drive. One larger annexation request for roughly 16.6 acres on Alston Avenue was disapproved following staff testimony that the roadway does not meet city standards and would not support sanitation or emergency turnarounds.
Mister Rogers told the council the city budgets $150,000 annually for its economic development grant program and that three earlier awards left about $42,470 available. Coastal Carolina University requested $42,000 of that balance to underwrite the Banana Ball event; council members debated whether the funding should come from general fund or hospitality taxes. Rogers clarified the grant program is offered from general‑funded allocations that have historically been budgeted for the purpose. After discussion, a motion to award $42,000 to Coastal Carolina University and to fund it from hospitality funds as agreed carried unanimously.
Council also approved the annual housekeeping update to the city’s business‑license ordinance as required by the Municipal Association, and advanced a first reading for annexation of 801 Donald Street (staff recommended approval; Planning Commission will hold a zoning hearing Dec. 11). All motions recorded on the consent/first‑reading items passed by unanimous voice/hand vote.
Mayor noted that any formal action arising from items discussed in the executive session would be taken publicly after the council returns from that session.
